I'm aware that double battles are no longer official format, but in a double battle, if my opponent used Gardevoir ex's psystorm and attacked me, do the energies on the damage its inflicting count from all player's pokemon or just mine and his in general?

Edit: I meant teleportation on the title. If it's on the bench, and the active pokemon you have is asleep for example, can you still retreat it with Gardevoir Lv.X's poke-power?
