the location really doesn't matter to me. I played pokemon all of my life, and I didn't care too much on the location, but, just to think about it, I would say that it would be somewhere in Japan. There would be no way that it would be the USA...

I think that it isn't nessesary for a light type. If it did, what types would it be weak against? Fighting type pokemon are more like "light" types.
