    1) no, you can't. Pokemon can't use power from previous stage. (don't confuse with Lv. X :) ) 2) It is IMPOSSIBLE to devolve a pokemon, unless a card states so (Mew HP for example). 3) Like i said, devolve is impossible unless a card states so. If this happen, just follow what the card says...
