so EX lasted 5 years (2012-2016) GX 3 years (2017-2019) and we are guessing V (or VMAX) are lasting 2 (2020-2021)? feels a little short if they end V poke that quickly but could see them dropping VMAX as we shift to a region without Dynamax/Gigantamax pokemon.

some of this news is good, some is bad, some needed more work. interesting is the regulation mark at the end as that shows they intend to keep us on the same rotation block as japan (even if the release is off like mentioned in the other article)

looking at the English VMAX cards revealed so far, they say "evolves from ___" and are stage VMAX, so cards looking for evolutions or VMAX specifically should be able to get them, we'll need to see the English wording of evolution incense to be sure it can be used for that though. not sure...

the rules and resources section of pokemon's website answers these types of questions, specifically TCG Rules and Formats, section 9 has your answer. be aware that slow play if it is significantly slow can also be a penalty.

don't believe there's been a standard card banned since at least the ruby/sapphire block if not earlier. as for hand whittling, don't think there too many of those cards in standard, and if the new turn 1 no supporter rule happens here, you'll get at least a turn to set up.

since bans happen usually when the next set is released this was to be expected, now just have to find out if/when the no turn 1 supporter rule change happens, likely safe to assume with the first SW/SH set release.
