    an energy(celebi) and pokemon(manaphy) version of stellar wish jirachi, could see some play though i think i saw jirachi use has gone down. Of the two i think manaphy is more likely to see play as decks tend to need their evos more then their energy.

    the rules and resources section of pokemon's website answers these types of questions, specifically TCG Rules and Formats, section 9 has your answer. be aware that slow play if it is significantly slow can also be a penalty.

    don't believe there's been a standard card banned since at least the ruby/sapphire block if not earlier. as for hand whittling, don't think there too many of those cards in standard, and if the new turn 1 no supporter rule happens here, you'll get at least a turn to set up.
