I am getting back into the competitive TCG world and I have to ask:is it absolutely necessary to obtain 3-4 Shaymin-EX in order to be competitive in the large tournaments(States,Regionals,Nationals,etc.)?

I noticed lately a lot of talk about a XY-on format come rotation and I was wondering if XY-on has been officially confirmed at any point or if this is just the supposed format. For instance, is there any reason we wouldn't have,say, a Legendary Treasures-on Format? I understand people's logic...
