Unless your cards exist outside the current metagame, that attack is not strong. Between being a stage 2 and the ability if it was printed in the next set it would see 0 play. Having said that it is interesting from a design perspective.

Checking the most recent rule book, Burn is still included but you cant argue with this spreadsheet. On further inspection this rule book also has rules for No Energy attacks. Rule book inclusion seems like useless evidence.

Theres been a few articles on shiftry that claim to be able to average 5 Giant Fans T1 on testing (Item draw engine speed through deck etc). So it seems like a legit deck. Loses hard to starting with several basics, Wobbu or Theta Stop though.

Volcarona is a 4/10 at best. Using an attack to accelerate energy (with no damage - mega Man is pretty beast) is always kinda meh compared to ability based acc. Rayqauza? Mega Turbo or Reshiram. Other non mega decks? bronzong now with level ball reprint. And the search is kinda not needed too...
