Question about the beginning phrase, "If the [F] Pokémon this card is attached to..." Can Focus Sash be attached to a non-fighting Pokémon and have no effect, (i.e. Garbodor) or must it be attached to a fighting Pokémon?

Suppose I used Archie's Ace in the Hole to put Frogadier into play from my discard, and then evolved it into Greninja during the next turn. Would Greninja count as a stage 2 even though it technically did not evolve from a stage 1, such that it trigger's Miltank's Powerful Friends attack?
