Of note is that it specifies there will be only 4 Stellar Tera ex's, meaning the Stellar Tera Sylveon and Ceruledge ex's and any unique cards in their decks won't be in this set since we already have 4 Stellar Tera ex's.

They specifically say only 4 Stellar Tera ex's, which means that the Stellar Tera Sylveon and Ceruledge ex decks must not be included because there's already the 4 box art Stellar Tera ex's.

I said genwunner/casual fan pandering, and Eevee is literally a Gen 1 Pokemon.

It's also kinda funny that they're finally introducing Tera support (or even really acknowledging its existence) and all of the Tera support cards they make are only really made for Terapagos. The Noctowl could work in other decks with Tera mons in them but that's kinda it.
