basic tool drop play style with a few extra modifications

2 stantler- good t2 attacker for poke or instant set up attacker to hit the last few hp on reshizard and pikarom
1-2 dewgong line - good to snipe small pokemon off the bench, and improves fire matchup

anyone think they could help edit list for post rotation?

Bit of a tall order, since you need to replace Pokemon search, energy acceleration, gusting, and damage mods.
The new aegislash may be worth considering along with memory energy. That would also let you use spell tags and mysterious treasures (a spell tag on an initial honedge gives you 70 damage to spread against aggressive decks.)
Mysterious treasure might bias you toward malamar over welder for energy acceleration.
Stantler and dewgong may have to go in any case, as only pokecomm will find them, and you need those for doublade.
Another possibility, depending on how the meta shapes up, is to go for 9 tools in play to have OHKO potential on tag teams, meaning you'd want some cherish balls and genesects. I still think stantler and dewgong have to go unfortunately.

yeah, have to replace the dewgong and stantler with jirachi and escape boards. any ideas on a secondary attacker that is easy to search?

Secondary attacker? Depends on what seems to be the biggest need for the deck and whether you go psychic or fire.

For psychic , If you need reliable setup, mesprit gets 3 pokemon on your bench, so maybe you don't need to run elm, meaning you can go full consistency with lillie and cynthia. Of course if you don't start it you would need escape/u-turn boards to get it active on that first turn. There is a psychic sableye that can either find any card (even on turn one going first) or drop 3 damage counters anywhere. Unfortunately it's 80 HP but at least it is searchable with treasure. Lunala prism can accelerate energy before malamars are online or after they get gust KOed.

If you go fire, well, nothing is all that easy to find that is any help, really, in the non-gx realm. I'm thinking reshiram GX is probably the best fit, you can accelerate to yourself first turn, then fiery flint and attach energy all over the place with vermillion the next turn.
