Mars is not a draw supporter lol - it's like saying people play Kukui for the draw +2 effect.

Imagine they release this and there's like 1 good-ish draw supporter after 2020 rotation and everyone has to make decks with 4 erika's and 4 of this

It draws cards, therefore it is a draw supporter. However, like you said, the drawing of cards is not what "draws" people to play Mars in their deck.

So what's the point of judging it based on its draw support aspect when that's not the reason people play Mars?

Because It is an aspect of the card, regardless of the other effects. In my opinion, random hand discard is worse than a possibility of drawing extra cards, because the random card in the opponent's hand could actually benefit them to discard.

by your logic, drawing extra cards can also benefit your opponent if they use a copycat.

Of course, but cards that benefit from certain things being in their discard are far more common than Copycat. Besides, drawing cards will give you a bigger advantage than it will give your opponent, even if they benefit a little, so it's worth it. Discarding a card from their hand usually will have a much bigger impact, as it can give cards like Marshadow GX a huge boost, and fuel others like Zoroark, which hit hard with discarded Pokemon.
