I have a friend who wants to play po town if this works. Po Town does 3 damage to any pokemo evolved from the hand. Rare Candy evolves a basic into a stage 2 from the hand. I think Po Town should apply have but I am nit sure, can people let me know please?

It would. The card is placed from the hand onto a Pokemon.
As long as you are playing a card from your hand to evolve a Pokemon, Po Town will come into effect. It doesn't matter if it's done via normal Evolution or an effect such as Rare Candy. Po Town would not be applied if the Pokemon came from somewhere else, such as the deck through the effect of Wally.
