Ruling Head Ringer and Ninja Boy

I was recently playing with one of my friends and I attached a Head Ringer to one of his Pokemon EX. The next turn he played Ninja Boy on the EX I attached the Head Ringer to and switched it with a non-EX Pokemon. I am curious as to whether or not the Head Ringer stays attached or if it is discarded.

Is this website an official source? Or is this the ruling of the specific person(s) or judge(s) that answered the question. Head Ringer says it need be attatched to an EX when it is played, but it has no instruction about not being able to be attatched to non-EX pokemon.

Think special energy such as Strong Energy which specifically states if it is attatched to anything other than a (fighting) pokemon it must be discarded.
