Probably, TPCi will try to improve MPG's printing capabilities for North (and Latin) American market(s). It will have a considerably moderate impact for other regions, because they has other printer companies, like Copag Amazonia for Brazilian Portuguese products.
By having 5-card packs for in-game booster means a lot. Technically the set will be a bit easier to collect in higher rarities and 2 Common per pack means you won't get filled of commonly hated stuff.
Also, Japan TCG regular booster is 5 cards, Brazil is 6. So, nothing new techinically.

As a good example, we didn't get the chance to request Shining Fates in our local language (Spanish). However, we got a plenty time to set it on pre-order listing for English.
