If I may, the image of the ROS Rayquaza is an unofficial mock-up used for pre-orders. Some webshops may have kept the outdated picture for their own convenience. All Keldeo VS Rayquaza Battle decks will have the Dragon Exalted Rayquaza version included. That's my conclusion after researching different TCG webshops.
