I mean, it worked for Lv. X, which might as well be Mega Evolution in the TCG a couple generations early. The game is of course very different than it was back then, but there were plenty of Stage 2 Lv. X cards that saw play.
I think this set was really hamstrung by them deciding they wanted to stick as close to canon to possible, despite also giving Hop a Sandaconda that he doesn’t have in canon while not evolving N’s Joltik and Purrloin. Also I must say Iono’s setup is really limited considering half her Gym Battle...

Yeah, I personally really don’t see Tera going away right now. VMAX lasted until the end of its generation even after VSTAR came around, and there will probably be ex cards of non Trainer’s Pokémon, or they can just get by with Sudowoodo, Mismagius, Glimmora, etc if they do a couple Paldea...
I think the reasoning for doing Gen 5 for the next self-contained “print every Pokémon” set is because it and Gen 7 are the only other wholly self-contained lineups, though I suppose you could also do Gen 3 since printing Wynaut and Azurill doesn’t mean you’d have to print their evolutions. But...
