I suggest you take a closer look at EX Unseen Forces. Professor Elm was nowhere in Ruby, Sapphire, Emerald, FireRed, LeafGreen, Colosseum, or XD Gale of Darkness. Or are you referring to new cards rather than reprints of existing ones?
