If it's a one-of in your deck, it's not essential to the deck. It's called a tech card. If you seem to always be needing that card, then adjust to your format and run more copies of it.

Find room to add 2-3 Shaymin EX. It'll help you to set up your first turn very quickly and fill up bench space which is vital to Raichu's attack.

I was thinking the exact thing about the HMs. I would love this. I hate wasting a valuable move space for those.
