I surgest that you have at least 1 Seadra (2 to is better) because what happens when you can't use your Rare Candy beause of Vileplume (or spiritomb eta.)? Kingdra is your best card in this deck and you'll want to be able to get him out there. - 1 Energy Exchanger + 1 Seadra

The challange sounds pretty hard. I'd only start it on a game I don't use any more. Plus, I woulnd't chose any of the optional Rules. You'd be crazy to take all of the Optional Rules on.
