Every evolution deck will now need to turn 1 (going second) Red & Blue for Evo. I don't think this rule change breaks the game, but it's definitely a major shift. There will now be a bunch of decks that will shift to always wanting to go second. And this severely hurts Malamar.

Chaotic swell will see play in Keldeo GX decks and likely be a 1 of in MewMew decks.
