Noble Victories isn't just made up of Red Collection. There are a few miscellaneous cards here and there, though quite a bit of it is made up of Red Collection. Red Collection was also released in July, while we're getting Noble Victories in November, which is far from a week later. C:

I'm not exactly sure what my most valuable in terms of cash value is. It may be Shining Pikachu. xD The only thing is, mine is in pretty bad condition. (You can see some wrinkles on the card if you hold it in the light) Personal value? Probably that card or my mint condition Rayquaza C Lv.X...

I doubt all EX's are legendaries. Take Zoroark as an example... he isn't a legendary. And he's a likely candidate for the next EX.
