I really like the deck idea, I think one suggest I would have is since M Scizor is discarding Special Energy, maybe use Crushing Hammer instead? This way you have a few more options to deal with regular energy. I would also suggest running a one of Team Flare Grunt, which helps with disruption...

Having played this in our last local tournament (Bo3 50 minute matches) I can safely say no it's not that viable in that format. I didn't get a third game in any match, and ended up drawing every game (as did the other people running the same deck!)
