Whats really screws up Raikou its that Metal energy on its cost, I mean, if it was (L)(G)(C) it would be acceptable on Expanded Ray or even Pikarom as 1 of, but now, only in decks with Counter Energy that already play either L,G or M.

Starmie is actually pretty good, its possible to build a deck around it, with Choice Band and Cerulean City Gym, it deals 110 damage while powering up something else (could be another Starmie on the bench), and make use of it's free retreat next turn

Amazing artwork but very hard to make it playable, the attacks are very meh for its energy costs and being a stage 2. Lurantis-GX is so much better.
