Yeah, 264 cards before secrets not only means there wasn't any extra Gym promo card added to the set (besides V and trainer cards), but also implies there was an additional card cut from the set.

I can confirm (https://twitter.com/Flygon_7/status/1117764180369661952) that Celesteela-GX FA is 208/214 and Welder FA is 214/214, so one of those FA supporters was removed from the set
