Only the abilities of Pokemon currently in play would be blocked. Palafin is in your deck, so its ability would only be blocked once it had already entered play, not before.

Not a great card - the only utility I can see is if we get a supplementary supporter/stadium that specifically allows you to search/recycle this card or an Enamorus that can augment this card via an attack or an ability. Even then, I think you're looking around the meme end of a rogue deck.
