Sinnoh region I think is the worst region for Ash. Two of his pokemon (Staraptor and Monferno) are rejects from Paul. Orange Islands I thought was the best just for Lapras and Snorlax.

Yes that's correct, if you were to clone it and then evolve it into either one it would still be shiny. I've tested this myself.
