I really don't get the problem. It's the same case with anything that tells you to search your own deck for an energy or a Pokémon. There's times where you use Brigette and there's no Basic Pokemon in your deck. It's a hazard, but it's unlikely to happen unless you use it late in battle. It's a...

It's mostly aimed at people who use cards such as Breakthrough Zoroark that have attacks that do more the more Pokémon the opponent have on their bench. And the opponent would pick the Pokémon.
