So based on your logic, the egg of a pokemon should be the first stage. The fossil simply replaces the egg until it's been bred.

Maybe it's like Nosepass and doesn't move??? Sapphire - NOSEPASS had been said to be completely unmoving, with its magnetic nose pointed due north. However, close observation has revealed that the POKéMON actually moves by a little over 3/8 of an inch every year.

I think in both versions Pokemon should pop up randomly. It only makes sense to have both games like that. Maybe White Forest will have Pokemon randomly attack you like they do in Ilex Forest???
