Seems like it to me. There's a very similar discussion in the Compendium regarding Feather Dance in its earlier incarnation.
"Q. If I copy Swanna's "Feather Dance" attack to add 40 damage to each of this Pokemon's attacks for example with Mew's "Lost Link" Poke-BODY, and then the following turn...
Good luck! My advice I'd give you is save the game mechanics questions for last (even though in my experience that is what they ask you first.) Since the test is timed, and it takes a while to think about the mechanics, if you aren't careful, you'll spend too much time on those and not get to...
RE: Rules question (new player)
Q7 - just to clarify, there are no limits, but there are usually age-based divisions, based on the year the player was born.
RE: Scoop Up/Cacturne
Just to clarify, you'd have to put the Pokemon in your hand onto the bench first. Then, you'd play Scoop-Up Cyclone, and promote the Pokemon that was in your hand to the active position. (If you only have the single pokemon with none on your bench, and play Scoop-Up...
I agree with BV! Just because something is played on the bench, does *not* mean it is a basic. Look at this ruling for Lifesplosion which flat out states that fact:

Q. For Cradily's "Lifesplosion" attack, do I need to have the corresponding Stage 1...
There currently aren't any cards in Standard or Expanded format that refer to the Lost Zone. (At least according to http://www.pokepedia.net ).
You can look up what card you are talking about on there using a text search to find the name, and then post a scan when you can.
Muscle Band states it does 20 more damage to the active Pokémon, so the extra damage only applies to it, and the opponent's active Pokémon will get 50. The others will only recieve 30.
