Usually not, I don't think. I can't recall if any of these kinds of things ever got outside of Japan but there might be one or two exceptions? You're pretty much stuck importing them if you want any though.

Sorry, I'm not too well-versed in importing Pokemon stuff, I don't really bother with collecting the JP TCG. I'm sure there's a lot of people on here who do though, you could always open up a thread in the forum maybe, asking for some advice. Or if someone here on this thread knows offhand, that could help too.
Pretty sure that's been how they've been doing them on Japanese playmats for years now. These aren't coming to the west and if they did they'd change them to the localized names we normally use (Discard, Active, etc)
You can try AmiAmi. They are usually cheap but sell out super fast! Every purchase earns you points that you can use as discounts for future purchases!
