Ruling What gets through?

I've been pondering this ever since the DF Prerelease when Electabuzz's Swift helped me win a match :D

What can get through certain attacks and Bodies? For example, can Deoxys ex's (Speed Form) Fastwave get through Banette's Safeguard? What about through things like Intimidating Fang, or Ursaring's Pokebody that blocks Basic Pokemon, etc.
 
Absolutely, there is no attack that can get through those bodies, like the ursaring's one and shining horn.
You have to turn them off.
 
Are you sure? Swift can get through Agility, why can't those get through the Poke-Body? It says that the damage isn't affected by Poke-Bodies or any other effects. Oh yeah, and what counts as "other effects on the Defending Pokemon"? Agility does right? But Smokescreen doesn't, does it?
 
Fastwave gets through Safeguard because the effect of Fastwave ignores Poké-Bodies.

The reason Deoxys ex can't Fastwave on UF Ursaring is because Ursaring prevents Deoxys ex from attacking. Fastwave is an attack. Fastwave doesn't even get a chance to be performed, since the ability to attack is taken away. Those with Shining Horn are treated in the same way.

Safeguard doesn't stop the Pokémon-ex from attacking. It just takes the attack and essentially negates it.

Intimidating Fang will not affect Fastwave, as it is a Poké-Body and Fastwave states that Poké-Bodies are ignored.

"other effects on the Defending Pokémon" include Metal Energy, a heads flip on Agility, Buffer Piece, Delta Reduction (Deoxys δ, Meganium δ), etc.
 
Basically the only thing that can block swift and the like is bodies that allow them to disable attacking. If there is anything that explains attack reductions, ignore that, so long as the effect is from something the attack or body explains is unaffected from.
