I have heard both both yes and no to the situation I have proposed so just looking for more information.

If the Defending Pokémon is a Basic Pokémon, it can't attack during your opponent's next turn.

Situation: If i use terrify against my opponents active basic can they switch into another basic and attack me?

Yes as the condition was put on the Pokémon that was retreated to the bench. And in addition if the Pokémon you did put the condition on then was send back to the active it would be able to attack as the condition was erased once it hit the bench.
