Strategy:
Try to start with Pichu HGSS and use Playground to get at least a Phanpy a Hoppip and try to obtain Uxie and Azelf T1 and get Jumpluff out as fast as you can for 120 for a full field. Use Garchomp C X to snipe out Uxies and other pesky bench pokemon.

With this decks low energy count i suggest you drop the Garchomp C lvX as you'll maybe be able to use Dragon rush once every 10 games. If you want to hit bench pokemon run Luxray gl lvX or Pokemon Reversal. This deck deck also lacks any kind of recovery also you DON'T want to run Pichu, with Jumpluff's sub-par HP you can't afford to be giving up a free early game prize

A sample pokemon line

4-2-4 Jumpluff
1-1 Shaymin lvX (Land forme)
2-2 Sunflora HGSS (helps with swarmingand recovery)
2-1 Uxie LvX
1 Azelf LA
1 Chatot MD
1 Unown Q

Without Claydol GE cards like Poke Drawer+ will be harder to use unless the deck can constantly draw, so i'd replace them for Bebe's Search. Change the energy line to 7 {G} and with the 2 extra spaces from the pokemon line add 2 more {G} energy. drop a BTS both the Energy Searches, the Victory Medals and the Energy Exchange Unit (-6) and add

+1 Palmer's Contribution
+2 Warp Point
+2 Expert Belt
+1 {G} energy
