It's been a while since I answered one of these sorts of questions! I'll be listing all the cards that are in the Standard format (BKT-on).

Stage 2 Pokemon that moves cards from the discard to your hand:

Decidueye-GX (GX-attack only, 3 cards)
Shiftry BKP (1 Trainer card only)

Stage 2 Pokemon that discard cards from opponent's hand/deck:
Tsareena SUM (Hand via Ability)
Tsareena-GX (Hand via GX-attack)
Shiftry BKP (Hand via Attack flips)
Rhyperior BUS (Deck via Ability)
Charizard-GX (Deck via GX-attack)

Is there a reason that you specifically want Stage 2 Pokemon? It's generally much easier to just use Trainers to mill your opponent's deck/hand, or bring cards out from your discard pile. In the off chance that there is a Trainer that does what you want, you can normally find Basic Pokemon with Abilities that work much more effectively than bringing in an entire Stage 2.

it if for a lileep plb lifesplosion deck w/ vileplume. was trying to possibly deckout because taking prizes w/ the pokemon in the deck is very hard.

Well, in that case, here's the cards that are in the Expanded format that I haven't listed already:

Stage 2 Pokemon that moves cards from the discard to your hand:
Stoutland BW (Attack via coin flips)

Stage 2 Pokemon that discard cards from opponent's hand/deck:
Luxray FLF (Hand via attack)
Machamp PLB (Hand via attack)
Exploud PLS (Hand via attack)
Salamence DRV (Hand via ability)
Aggron DRX (Hand via ability)
Rhyperior AT (Deck via attack)
Conkeldurr NVI (Deck via attack)

Realistically, it would be much more efficient and effective to deck out your opponent without trying to pull Cradilly stunts, so if you're running Cradilly, it should really be only to take Prizes. You could maybe get away with running Salamence DRV, some card that causes your opponent to draw cards (such as N, Hugh or Cedric Juniper [note that your opponent can intentionally guess wrong for Cedric], to be milled by Salamence DRV), and Charizard-GX for that game-ending GX attack.

Have you taken a look at the recent SM-era Stage 2s? Some of they should have cheap, powerful attacks, and if you take advantage of Weakness, you could design a pretty decent anti-meta deck.
