I am going to build a VGC team with celesteela on it. I am just wondering how celesteela learns leech seed? I know it learns it at level 19, but when you catch it, its level 55, and you cant breed it. Please let me know

You can use Heart Scales. I don't remember where the relearn lady is in this game, but once you find her, you just talk to her, give her a hear scale, and then she lets you reteach your Pokemon moves from previous levels.
