Ruling get lvl x with trainer

okey so i was wondering if i can grab a lvl x with pokeball or professor elms training methood... and can someone tell me if a lvl x count as a evolution pokemon?
 
It's in a totally different catagory altogether... somebody should sticky some explanation becuase this is the 8th thread I've seen on this. Yes for Pokéball, no for PETM...
 
yea but how can u get it with pokeball?....cuzz it ask to get a basic pokemon or a evolution pokemon and i heard lvl x isn't a evolution card so how is it possible?
 
Professor elms training method only allows you to find a evolution pokemon.
 
PETM: No Because LV isnt an Evolution
Master Ball:Yes Because it is a Pokemon
PokeBall: Yes
Dual Ball/Great Ball: No
Celios: yes because Celios says Basic or Evolution which means any pokemon other lthen an ex pokemon
