Collecting Clefable Pokémon Card (Possible Error)?

I’m new to the forum. Just wanted to ask a question. I took this Pokémon Card (Clefable 5/130) out of the binder and noticed it had a white shiny gloss circle above his head. I have not been able to find another card on the internet like this one. Is this considered an error?

Compare your other cards. If they have the same characteristics, it's normal. If it's different, then maybe the Pokémon Card (Clefable 5/130) is not real.
