Does anyone know at what set they started making Rare cards (Holo/Rev Holo/Non holo) all with the same set number?

Unlike the original sets where there was a holo and non holo of the same card but with different set numbers

As far as I know, this has only been E-Skyridge and E-Aquapolis, unless you also count some of the promo sets (Nintendo BSP, POP Sets, etc.)

There are also a few sets like Unseen Forces where this occurs.

The Lugia #29 in the set is normally Non-Holo, but there is also a RH version of the card as well as a Promo Holo version with the same set number. The Promo has a normal foil, it looks as if it came from the set.

Not too sure on other sets though. :p
 
in the new dragons exalted set, slaking for example is a holo and a rev holo, so will there be a non holo too?

There won't be.

Most cards only have a Holo/RH form. There are *very* few that have all three. If you are looking at cards with Holo/Non-Holo prints, then you are limited to sets like Jungle, Fossil, Team Rocket, and Neo Discovery.
 
Sorry, I forgot about theme-deck-variants and that stuff as I don't collect them, but yeah, Lugia #29 Holo is one of the deck mascots for that set, and henceforth is holographic.
 
The very first set that started with the reverse holo set was Legendary Collection but I am not sure if the set has the exact same numbers or not XD.:)

Wow have I been stupid. At first I thought it said WITHOUT the same set numbers. But yeah, it started with Legendary Collection for the reverses, but i'm not exactly sure when the deck non-holos/special holos started.

Actually, it turns out that the theme-deck-exclusive holo/non-holo cards started in EX Magma vs Aqua (as far as I can tell) and have been in decks of most of the sets since then. Expedition has rare holos, rare copies of the holos, and reverses of both of them, hence four of that same card. E-Aquapolis & E-Skyridge have special subsets for holos, the regular holos do not have reverses, while the rares in the main set do have reverse froms. Reverses have been in existence since Legendary Collection.
