They only put 12 if you're referring to FA/RR Lycanroc and Bulu those don't count towards the 12, the same happened with the RR Starters

So I've removed the one Lycanroc that @TheMaskedMeowth and @jessalakasam were talking about. The thing is, we know that Guzma is 115, so the missing card has to be either a Fairy-type (after Gardevoir), a Dragon-type, a Normal-type or a Trainer that begins with a letter before G, which means it can't be Olivia nor Lana nor a reprint of Hau. I could see it being the Stufful from the Ash vs. Team Rocket deck, since I don't imagine the Bewear would be released in a set and the Yungoos/Gumshoos would be released together, but I could also see it being a currently unknown promo card or something.
Y'know Stufful would make sense since its not AS tied to the anime as Bewear.
I know, and it's the Midnight I have removed, as it doesn't have to be in the set. Similar to how Lurantis from SM1+ weren't in Guardians Rising but instead a blister promo. I think the set will include both Rockruff and Alolan Vulpix, due to their evolutions being theme deck mascots. And though you can argue that Solgaleo/Lunala in Guardians Rising, with no Cosmog/Cosmoem in the set, I think this was because there weren't any other Cosmoem at that point. If there had been one, I think we would've had the promo Cosmog as well as the imaginary Cosmoem in the set.

It's possible that Midnight Lycanroc could be in a later blister however I do think you're right here (why don't you just put Rockruff/Lycanroc for that spot :/)
So the Rockruff that may or may not be in this set, would it be a reprint of the Rockruff Deck one? Additionally, I do think the one missing card between Gardevoir-GX and Guzma is going to be something we don't yet know about. It would be a bit odd for them to include Stufful and only Stufful from the anime deck.
The Rockruff is a reprint of the Rockruff deck one, the one we got as a promo, with different artwork, similarly to the Alolan Vulpix which is also a reprint with different artwork. Regarding the Stufful and the rest of the anime deck, I could see the remaining non-anime cards (Yungoos, Gumshoos, Salandit, Bruxish and Lycanroc) being released in upcoming sets, whether it's Shining Legends or our SM4.
While it is true that there isn't any evidence that Lycanroc Midnight won't be in the set, there isn't any evidence that it will be either. And just because Lycanroc Midday is in the set, does not mean that the other Lycanroc is in (see Guardians Rising as an example). It definitely is a possibility that Midnight Lycanroc is in the set, however it is not guaranteed.
Olivia is confirmed in the set (#119), my assumption is Sophocles got cut

It’s possible they made it 113# although I doubt it due to how they sort Trainers. Actually I think they may change Muscle dumbells name to something like Fitness Dumbbell or something moving it to 114 (making rope 113) and then have Lana at number 117 (moving down Lanakila)

For FAs to fit in the set either Bulu or Lycanroc will be cut, I chose Bulu, but I could be wrong
EDIT: he released a video showcasing the setlist with the FAs in it Bulu is in the set though along with Lycanroc, also FA Charizard is confirmed not in the set oddly
