Ruling Baby Pokemon Question

If I was told right, a player has to flip a coin before attacking a baby pokemon, and the attack only goes through if it's heads. So does this still apply if the baby pokemon is on the bench? Say, my opponent used Dual Stream, did 40 to my active and tried to do 40 to my baby pokemon on the bench, would my opponent have to flip a coin for the attack to go through?
 
The baby rule where you have to flip to attack them only applies to baby Pokemon in the Neo series many many years ago. The new 'baby' Pokemon do not have this rule anymore and are considered 'basic' Pokemon now, and have the Baby Evolution Poke-power.

You don't flip versing new babies. You only flip against the baby Pokemon from sets in between Neo Genesis and Skyridge. Any baby Pokemon printed from Ruby/Sapphire onwards does not require a flip.
 
You only have to flip for the "Baby Rule" on old Baby Pokemon from the Neo sets while the Baby Pokemon is active.
The Baby is fair game when it's on the bench.
