Can starter Pokemon REALLY be caught in the Dream World?

But has anybody here actually captured a starter in the Dream World? I know that data for them exists if they were to be captured from there, but is that data actually used?

They have to be unlocked first, I believe. That's why we got passwords for the Kanto starters, right?

No they wouldn't be rare.You need a passcode,Befriend the pokemon and then later catch it from what I remember.
