My 2 SoulSilver and 2 HeartGold boxes both had 4 Great Pokemon and 1 LEGEND, so I think by now it's safe to say there are just 4. Which is nice, easy enough to complete the whole set.

Yes but were they 20 pack boxes? I would be expecting 5-6 per box!

Then you'd be expecting too much.

Probably, but if your playing Ursaring Great then you'll need 4 Ursaring Great to make it work which will cost way too much money...
