I don't think you're correct about the sets being region based. The Sinnoh set is obvious advertising for sinnoh remakes, the only thing backing your prediction for gen 6 set is zygarde, and the version featured here isn't even the one that came out in original gen 6 games.

If all rotom forms have that effect a no energy rotom toolbox deck will be very fun to play. Will be able to hit type advantage on majority of decks if all the forms have different typing, and most likely each attack will have some kind of effect that you can just pick for the right situation...
