    Ruling Zoroark Break - Effect on enemy active pokemon

    So I just tried to use Foul play on a Volcanion Ex which had the effect that it could not attack because it used its attack last turn. PTCGO said that I don't deal any damage then. Is that how it's supposed to work? Does Foul Play consider the effects on the enemy pokemon?
