Empoleon SF with lots of VS Seeker. Unless you are taking on Gyarados, anything else will have trouble with the lock.

If the Gengar player has a Vileplume UD on the bench then those search cards better be a Bebe's Search. Gengar Prime will have an impact. But it will lose terribly to a lone Tyranitar.

The only power lock that can stop Rain Dance is Psychic Lock or Chilly Breath. Power Spray does nothing against powers that state "As Often as you like". Then again I could be wrong.
