Lets say Garb has a float stone attached to it. Does Yveltal shut down garbotoxin?
 
If Garbodor has any Pokemon Tool card attached to it, Garbotoxin is activated and all Abilities are shut off. Fright Night blocks the effects of all Tools while Yveltlal BKP is Active, but the cards are still in play, which is the only requirement for Garbotoxin -- the Tool's effect doesn't matter.

As an in game example, let's say your opponent has an Active Yveltal, and you have a Trubbish with a Float Stone in play, and you get Garbodor into your hand via Ultra Ball or something. Right now, Fright Night makes the Float Stone have no effect. However, as soon as Trubbish evolves, Garbotoxin will come into effect. Fright Night becomes disabled, and the Float Stone would do what it normally does.
