Ruling Can Clemont find Flash Energy?

No. Flash Energy only provides [L] when it's attached to a [L] Pokemon. When it's anywhere else, it's just a Special Energy card named Flash Energy.
so i guess the same can be said for delphox break grabbing burning energy?
Correct. Same for Xerneas XY and Wonder Energy, etc, etc.
Although it only provides lightning energy when attached to a pokemon it is still a lightning energy when not attached. its card type is energy and in the heading where it says energy in huge letters there is a picture of a lightning symbol it's still a lightning energy it just doesn't provide it. Also because it doesn't provide lightning energy unless attached to a pokemon then it doesn't provide energy at all and by the logic you are using it's not an energy card at all so what type of card is it?

They are Energy cards. The thing is, Clemont is searching for a specific type of Energy. Flash Energy is, for all practical effects, an Energy card, yes. But is not a Lightning Energy when not attached, so, if you're looking for a Lightning Energy, you can't find a Flash. However, if the card said just "Energy card" (like Garchomp BKP or Carbink BREAK), you could grab it, since it's not specifying any type. See the difference?
