Ruling Dialga EX Chrono Wind and Lysandre/Red Signal

Dialga-ex has an attack called chrono wind that prevents the enemy pokemon from attacking dialga, when the opponent switches to another ex however the effect wears off.

But, what if after an opponent would be attacked by chrono wind, and then proceeds to lysandre Dialga-ex, is it still unable to attack because of chrono wind?

I think I understand your question. Let me just recap how Chrono Wind works.

When used, it prevents the Pokémon that got attacked by Chrono Wind from attacking - at all. Not just Dialga. The effect would remain unless the Pokémon that got attacked could return to the bench. If you switch out for another Pokemon, it could attack, as it is only the Pokémon that got attacked that can no longer attack.

Does that make sense?

Said another way, if Dialga EX attacks Yveltal EX with Chrono Wind, the effect is placed on the Yveltal EX. As long as Yveltal EX is active the next turn, the effect remains regardless of where Dialga EX ends up. Yveltal EX is the one that needs to go to the bench for the effect to be removed.
