I think the only seriously good Celestial Storm deck pre-rotation is Rayquaza, but a damage spread deck with Commandment Shrine may be a good idea.

There is no deck that can consistently win those two matchups. Malamar is good against Buzzwole and has a regular matchup vs Ultra Necrozma so that should be fine. I think it would be difficult to play a tournament in an entirely new format without testing. Worlds Format is fine but this is a good oportunity to make an Expanded tour.

Legacy is now a available and aparently Virgen is the king of the meta (There isn't a surprise). Plasma TDK is very powerful too, and a "budget" option.

P-Don/Xer is actually the best team, but, if you are searching for a Kyogre team, it usually runs with M-Rayquaza (Delta Stream helps Kyogre to hit P-Don), and another flying team (Crobat, Togekiss, Talonflame...)
