The fact your opponent wouldn't get a prize card when Shiftry bails is awesome. It has the damage of the Self-Destruct attack, but it doesn't actually do that damage to itself. It just gets removed from play after. Let's not forget it has a built in way to bring up sitting duck pokémon as well...
I mean, the "40 card pack" seems like it's probably meant to be the deck you play with... or at least is suggested. Obviously you'll still be able to modify it with the packs in the box.

I think there's a good chance none of the promos are going to be tournament legal. The only reason I say that is because "Prime" isn't really a mechanic per sé. Because of that, there isn't a real reason why Dragapult would be banned from tournament play outside of "just because." Play-wise...
