No. The Mega's state that they evolve from Groudon & Kyogre EX. Team Aqua's Kyogre EX is considered a different card.

I like your idea with the extra Communication + collector + Candy, but i think a 4-3-4 Magnezone line is a little overkill. i personally think that cleffa has not much room in this deck either, as 9/10 times i should have a zekrom t1. I also think i should run 2 reversal for the bench snipes...
